I said:  The actual direction of the transcribed circle is totally
dependent on the observer's orientation to north.

Boy is that ever a misstatement if I ever made one!!  The fact is, that
truly half of the stars in the sky will transcribe their PA measurement
clockwise, and the other half will be counter clockwise.  The determining
factor is the celestial equator, NOT the observer's orientation to north!!

No sooner did I hit the 'Send' button than the realization of what I said
hit me!  Sorry folks.
